Sorry if this is not the right forum for this question. My toilet flush had been acting bad for a few days but worked intermittently. It completely stopped working 2 days ago. I have fixed flush sometime back but dont remember what was wrong. I cant figure out this one.

The problem is the water is not filling back up. It was happening since a few weeks but it would fill up again if I pressed the handle harder. I am attaching a few pictures. Any information on what to do will be really helpful.

The large black thing that is around the gray tube is the float, can you move that up and down? ( it slides).

It would appear in the pics that the float is stuck in the (upper) off position. If you can free it loose- just replace the flush valve.
Easy peasy, nice and easy. Or, be done in a jiffy- johnny! (Pun intended)

Is that gold dust that has settled in the bottom of the tank? I’ll come over to help with fix if I can have it.

I was able to move the float up and down with some force. However it does not move when I actually move the flush handle. Should that be the case?

No, it should not be the case. For lack of a better expression the fill valve is "worn out" :replace it.
FYI the gray cap on the top of the tube conceals some components that can be disassembled and cleaned which may help,but, not always and/or dependably.

What's with the chain is where does it go. Mine connects from the flapper to the arm, could it be tangled?

Chain appears to be attached to the float(which it shouldn't be- with that type of "flapper" no chain is required) not that that should make any different- unless it's so short that it is restricting the up&down movement of the float.
But the description clearly sounds like a faulty flush valve.
