I have an electric Bradford White hot water heater. I have no clue how old it is. It has a sticker on it that indicates its a Hydrojet? I moved into this house 6 months ago and have noticed that the hot water takes forever to come on, and slowly loses pressure as the water gets to the hottest point. Today however, when I went to do dishes, I was waiting for the water to heat up and it never got warmer than slightly lukewarm. I have checked the circuit box and nothing is tripped, I even turned the circuit off for the water heater and then turned it back on after about 5 seconds (figured it couldn't hurt?) Any suggestions as to what it might be?

Defective tempering valve comes to mind. Second and less likely possibility is a deteriorated rubber faucet washer.

Tempering valves allow storage tank water temperatures to be high, effectively increasing the hot water capacity to the equivalent of a larger tank, while only releasing water that is a temperature below scalding. To do so the tempering valve mixes cold and hot water, much like is done in a shower mixing valve, but with thermostatic limit control.
