I am in FL and our window has a vent and i put a tissue to cover it as i feel it is wasting electricity. What is the purpose this this vent?

It is to divert interior condensation to the exterior.

This is called a weep hole: it is a drain for the bottom track that will collect water when it rains and yes, water that may present from cleaning or condensation inside. There is another one on the other side of the bottom track. Do not close or cover them
