This just doesn't see right but maybe it is.
Have bolt about 2" long with washer that goes through wagon and has a nut on the end that won't tighten more than 3-4 threads in so there's a good amt
Of leeway. Maybe 1 1/2".

I checked the nut and there is slim band of blue something and that seems to keep it from going further down the bolt.

Wagon rattles a lot - all together same problem with 12 bolts

Did they put wrong size nut or is this normal? Its a utility wagon that can carry 400 lbs if that makes a difference

There is a type of nut called "nylock" - it has a nylon plastic insert that deforms and grips the bolt threads so the nut does not loosen easily. Are you using a wrench or just spinning the nuts on with your fingers? You need to use a wrench. (or have bionic fingers :-) )

Be happy your wagon manufacturer spent the extra money to give you a better product.

It's probably designed to be hard to put on so it doesn't come apart easy, that thin band of blue is probably nylon. It helps lock the nut in place.

You should be able to hand tighten a few turns, after that you'll need wrenches. There should be some resistance but not an overwhelming resistance.

I have to look up to post pics. I did try to hold bolt end tight while using pliers to tighten nut further. No much room. It was extraordinarily hard but I'm not too strong.

Yup, nylocks - ideally you would use 2 wrenches (not pliers) one to hold the bolt and another one to turn the nylock nut.
