I am experiencing a back draft from the vent pipe/chimney of my gas water heater. The pipe is obstructed and needs to be cleaned out. Who does this work? Do I call a chimney cleaning co. or the plumber who installed the water tank 5 years ago?

Probably the plumber that installed it could check it out.

How do you know it's obstructed? Have you made any changes to your home recently? New doorway, windows, dryer, furnace, fireplace etc?

Removing a flue pipe is not exactly rocket science. Post some pics of the setup.

Does the pipe go up through a second floor or does it just go straight up like from a closet or the garage? Where does it terminate to? On your roof?
Are you able to check the vent pipe cap at the roof to see if it is rusted out, or damaged and blocking the pipe?

There's no way you can "experience a backdraft" if the pipe is "obstructed".

Next question!

How does fresh outside air get into the room in question?

Do you have an exhaust fan running elsewhere which sucks inside air out? Bathroom? Kitchen hood?
