How do I encapsulate the few pieces of tape that have slight cracks. Or just leave it cuz its probably been cracked this whole time
Tape on what? The ducts or insulation? Don't mess with it. Just cover up the tiles you removed. Use continuous strips of duct tape on the edges Your goal is to completely seal the area with the tape and plastic.
Is this basement finished or unfinished? Can you post a pic
Is it true that the ceiling tiles I describe are most likely cellulose or compressed fiber
It's possible. If it's th 12x12 compressed fiber with little holes in the surface it could be just compressed fiber. You can't tell unless you send it in for testing. But if your house is old enough it is a possibility. When they stopped using asbestos they still had supply that had to be used. I can however tell you that in the schools we work at when they remodel a building the abatement is done. And all those schools have that tile. If you want 100% for sure answer take a piece put it in a plastic Baggie double bag it and then contact a asbestos test lab.
You can also sandwich the tiles (if they end up testing positive) with drywall. It's a lot cheaper than abating. If it tests negative I would tear that crap out and drywall the whole thing. Install a few access hatches at plumbing or where you need access
