Just wondering what material it is. Its brownish fiberglass insulation with the brown paper looking stuff completely wrapped around the fiberglass. Kinda real tight holding it a together? What material is the paper stuff? Dangerous?

Not anywhere near enough info or pics to determine anything. "Dangerous" is simply not a word I would use with passive insulation. A bomb is dangerous. Gasoline is dangerous. There is more "danger" in falling on a gravel drive and skinning knees and dying from sepsis than any "danger" in insulation.

I was more wondering about the paper like covering over the mineral wool insulation . I can't get a pic right not but it almost just looks like wrinkled brown paper bag. Its about 2 inches wide and is completely wrapping the insulation around the pipe. Goes from the hot water tank and too the meter. The reason I ask is its falling off in places they put ball valves on and I need to repair it. Just wanna make sure its not asbestos since im freaked out about the stuff and think its everywhere just waiting to kill my family and i

It sounds like you are describing insulation that I see all the time in homes built in the 50's and 60's. It is fiberglass wrapped with a brown paper/cardboard product.
Obviously without a photo I can't confirm its the same stuff, but it sounds like it.

Asbestos pipe insulation is alm most always a white or grey color, and looks a little like corrugated cardboard wrapped around the pipes, except it white/grey (NOT Brown) and has a distinctive asbestos appearance (at least from an experienced asbestos inspector).
