I have a rail with three posts - one at the top step, one in the middle and one at the bottom step. The railing has been lifted and the bolts at the bottom post have rusted and come loose. I can't get the rusted ones to screw back in because it's been lifted up. I try to pull the entire railing down so that the post base can be flat so that I can screw in the bolts but that's not working.

Should I try longer bolts? I just want the railing to be tighter. Can I try filling the gap between the flat base and the step with cement or adhesive of some sort, and then screw in the bolt? care more about a tightened post for safety rather than appearance at this point.

Are you saying that the entire railing is only supported by bolts at the bottom?

no. it's just the bottom one that's loose. it's supported by three total posts.

Is the mounting plate welded to the post?
Does it look something like this-
DIY Iron X Handrail Level-4 [Iron X Level 4] - $306.00 : Fortin Ironworks, Ohios Premier Iron Source

If the plate is good and the bolts are shot- Just move the rail post in or out just enough to drill new mounting holes. Use SS wedge anchor bolts or RedHeads. You'll need a hammer drill and masonry bit to drill new holes.

I wouldn't use Tapcon screws- you can create too much lateral force on the railing and just pop them out!
