Now I'm confused. If you love condo living so much with the bug-free, energy-efficient, mostly quiet environment, in the middle of a nice area, why leave?
Nonetheless, if the opinions here don't matter, you really should just consult with a reputable construction/engineering firm and get a ball park estimate at least for the remodel. That will likely be the cheapest way to get what you want. The construction standards you've outlined would make a new build very expensive. Of course, if you had that kind of $, maybe just buy a penthouse condo in Center City.
They can but they don't in condos. You can find ways to seal almost any structure and most green buildings are pretty much airtight.
Brian - nobody was angry but you. You start throwing personal attacks and telling people how to live their lives, then you try to say I'm angry about responses? I've yet to see a response I thought contradicted anything I already know and has proof. To say "you can't" is wrong in every situation by the way unless you're telling me I can't use the force. I CAN build a soundproof home, and I CAN keep bugs out, and I CAN maintain energy efficiency. To a large extent my current condo maintains all 3 of those things so I'm not speaking theoretically.
Nissan you asked a valid question. To save money is the simplest answer. I love condo living overall but my state has 10% income taxes and huge property taxes not to mention the cost living downtown. 10 miles up you have a state with no income tax. It just makes a lot of sense 2-3 years down the road. As much as that kind of sucks.
