You can curtain the windows 2/3 of the way up, leaving 1/3 of the top uncovered. That should give you privacy. You will always have light coming through, and you will always have the dark of night doing same. I often do this with cafe curtains, so i can have both light and privacy. I don't know why that wouldn't work on these windows. Just make them look nice, and I think that would be fine.

There is no rule that you must cover your windows with drapery.

I have huge windows like this in my classroom. I use topsheets as curtains. You can buy just the tops at Target.

can you untie them? they are really ugly..sorry.
I would go to the dollar store and get some shower curtains..anything and put up there.

If you need privacy, I would leave top windows uncovered, and just cover the windows below like here:

You can use IKEA curtains, just don't hang them all the way up. I doubt anyone could see your interior if you leave 1/3 of the top part uncover. Place the rod exactly where the windows are divided.

If you don't need to cover for privacy, but just want to make the windows look nicer, you can try something like this:

i'd definitely paint the inside of that window. then maybe get something like this - Ikea Dignitet curtain wire with some easy flowing, blowsy curtain material -
