I clean the baseboards and spots on the walls with Clorox Wipes and sometimes those Wipes are pretty wet. I wouldnt think they could cause bubbling, but maybe they could.

I prefer to clean baseboards with one of those Swiffer 360 dusters (long handle for getting low) because it's usually just dust. For stubborn smudges etc. I use a magic eraser with tiny amount of water.
