I would go with a plumber. It is an electrical issue but one where a plumber who does lots of water heaters will have more knowledge.
The big problem is you need an honest one. Replacing the unit is an obvious and effective answer. But it is not necessarily the best one for you. That failure in no way says the water heater is shot. Could be but probably not.
My gas water heater shows continuous spark at ignitian although hot water is flowing gas, got ignited.This affect battery life...pl.advice.
