Hot water heater electrocution is a real issue.

Electrocution could result in serious injury or death.

Call a plumber or electrician. Sounds like its not grounded properly.

I would go with a plumber. It is an electrical issue but one where a plumber who does lots of water heaters will have more knowledge.
The big problem is you need an honest one. Replacing the unit is an obvious and effective answer. But it is not necessarily the best one for you. That failure in no way says the water heater is shot. Could be but probably not.

So search hard for an honest plumber.

My gas water heater shows continuous spark at ignitian although hot water is flowing gas, got ignited.This affect battery life...pl.advice.
I am using this water heater for 11 yrs. Is there any issue ? Can I repair it myself?
