Splatter more bleach on it and make it a pattern instead of a spot. Or 'tie dye' them with bleach so there's lots of spots. Or try to color the spot back or put a patch over it or if it's on a seam that's on a part that's a little bit loose, sew it over. Or get a bit of fabric from somewhere that doesn't show (although most manufactured clothing doesn't have wide enough hems to get much cloth to work with and put that over the top of it.
I assume this chlorine has to do with pool maintenance. If that is the case I think you just found yourself a new set of working on the pool pants and need to just guy buy a new pair of jeans that you keep away from bleach or the chlorine tabs.

I was thinking along the lines of Germaine's post. This might work best with dark colors, I think.
You might want to use the Sharpie type of pen several times in the same spot to get the right intensity. Even if the color doesn't match exactly, it should at least make the spots less noticeable.
