My neighbors have turned into junkyard people. They have shredded plastic tarps, duck tape pieces of wood together, literally junk piles, they burn things, there is just so much trash piled high in their yard. There is nothing I can do but my back yard is small and I only have the one concrete patio. Just a small square off my back door. I would really actually like to go outside and not stare at their crap. I have a privacy fence, but it is on a hill and so my I can see over it into their yard quite a bit. Plus they have tarps covering junk that are a good 10 feet or more. I want a tiny spot that I can go outside and enjoy the weather but not stare at them. It faces them directly. I was thinking of adding another privacy fence around my concrete slab patio because it would be taller, and maybe some lattice and vines? Any ideas?

Depending on your climate, there are a number of good options for plantings which will quickly grow to block the view.

Arborvitae is cold-tolerant, evergreen, and can grow to 15 feet tall.

Code enforcement from your city or county may be a good place to check if this type of condition is even allowable.

Yep, I would be looking at turning them in. Those sorts of conditions breed rodents that will infest your property too.

I had a balcony on a second (top) floor apartment that overlooked a trailer with guys who partied and hung out and drank beer and swore loudly. Of course, I could still hear them LOL, but I put up a bamboo fence around my balcony and then planted vines in pots, which grew up and over the fence. It was really pretty from inside and looked nice from outside the building, too. I created my own little private garden.

This is the stuff I used. The plants I grew didn't over-winter. But, I still had privacy with or without the plants.

I just used zap straps to attach it to the balcony railing.

The more elegant people here would mount the half-waist height bamboo grid fences over the borders and let the Ever-green vines growing among the grids. But the grids had to be taken care of in the events of a typhoon.

Edited: But beware of the mentioned neighbors. They might have issues in their heads. Therefore; the fences are okay to mount over the patio walls. But adding the fences over the bordering private fences surrounding them might be too agitating.

Those kinds of neighbors were the usual sights before the chairman elections here. I didn't know what's going on lately. Frankly, I didn't care.

Start with looking into city and health department code. Fast growing trees, a structure such as a pergola, even a big umbrella may make a fast improvement. Bring the back fence to 8 feet if code permits. Add trellises to the one of the fence.

We had a similar problem but it wasn't just junk. Bamboo in raised beds growing 12' tall (15' above ground level due to the beds) in front of the privacy fence completely blocked it out. There are a bunch of varieties that make for a very dense hedge and don't run too fast. I will say though it's not the lowest maintenance hedge, but it's very fast growing and does an excellent job of blocking 100% of the view. It took 1 year to get established and after the second summer it had filled in the area completely to a height of over 12'.
