I just bought a 2nd floor condo and there is no underlayment below hardwood floors. The downstairs neighbor can hear our conversations, her ceiling shakes, etc.

I'd like to pull the floors, add 3/4" rubber mat, 3/4" OSB and then 3/8" engineered wood. The current hardwood is 3/4" and is raised 3/8" above the tile in the kitchen and bathroom. So with this setup, I'm looking at 1 1/2" over the tile.

I'm pretty sure I know the answer to this but is there a solution other than tearing out the tile?

My personal opinion is your methodology to fix the issue is way outa whack. There are far better ways to stop the noise migration and much cheaper too. Review the products listed at the link. Remember, the biggest cause of sound transmission is the nails. Consider a floating floor like laminate for best results.
