Thank you friends. The problem is we need to let our 14 + year old cats have access to their litter trays but not the dog. I don't think they can jump over that high a gate. I think we are going to have to find a gate with pet door for the much bigger doorway to the whole bathroom. We found one which will work for the cats (if they will go through it). Until Teddy the pup gets bigger, we will have to somehow make the pet door a bit smaller to keep him out. I'm thinking duct tape and cardboard might work.

I went to HD and bought some PVC pipe and fittings and some plastic lattice fencing and made some quick, simple gates to put in front of several bedrooms I wanted to keep the dog out of.
Lattice comes in teo different heights, IO got the 3' one and cut it to the proper width and screwed it to PVC frames. Cheap and simple.
Or get a baby gate for the whole length of the bathroom and then cut a hole for the cats. This one is nice because you can open it as a gate to get into the bathroom. https://www.walmart.com/ip/Regalo-Ex...ingMethod=p13n

You might look into getting glucosamine for cats from a Veterinarian or some large pet-supply stores, to benefit their ageing joints. It can do wonders for their mobility. I've seen it work on a 20-year old cat. Within two months, he was able to leap up onto a rock wall again. I take it myself and I'm as agile as I was at 18.
