My hot water heater began only heating water to bathwater warm and not hot at all. Replaced both elements and problem still exists. Began reading wires and the bottom element is not reading when I put the volt meter on it. the individual posts on the bottom element will read but I can not get the 240 volt to read on both posts and I am getting current to the thermostats and I have changed the bottom element twice and still the same problem. And to add to it all around the same time my water heater stopped heating I noticed water puddling in my back yard around the my ac. I live in an older townhome. Its not the ac lines. When I turn the power and the water off to the water heater the water in my back yard recedes and when I turn it back on it fills up again. Not sure what to do need a little help here please.
Defective T&P valve, most likely. Google and replace. Only one element in an electric heater is powered on at a time. The top element is "quick recovery" and gives a limited amount of hot water after the tank is drained of it. Once that upper thermostat is satisfied, the power goes to the lower element to heat the balance of the water. All that is based on the fact that water stratifies, with the hot staying at or near the top of the tank, absent any mixing currents.
-One other possibility on the T&P - if the pressure in the system builds up because of a flooded bladder tank or overpressure, water will weep out of the T&P valve as well.
Thanks for the info bud. The only thing is it's not leaking at the valve inside only outside, does that still mean the valve is bad? And also I forgot to mention that my heater is next to my ac unit inside. The T&P valve line runs directly into my ac unit.

Stick a dry cellulose sponge in the path of the water flow out of the T&P valve but before the AC and leave it for 24 hrs. If it is wet, you have an answer. If it is dry, you have an answer and more investigating to do.
although after talking to another friend of mine we agree that the valve may very well be the problem. Thanks for the help so far it's appreciated.
