I have two 4" PVC pipes sticking up in the yard. One is capped the other one is wide open which could invite stuff. I bought a cap to screw on top of it then remembered may be it is supposed to breathe. First of all, why two pipes? Second, am I correct in not sealing the open one although the other pipe is capped off?

Do you know what the pipes are for? They must have to do with directing water away from the house of something like that I would think. I wouldn't change anything until I knew for sure what their purpose is.

They must be some sort of sewer pipes. Pretty common around here.

Most AHJ's require two cleanouts today. They usually have sanitary tees that face each other to make "snaking" the line easier.

Depending on the location of your home, elevation to the manholes that serve your public line, it's possible that you could have/should have a "backwater valve" just outside the home's foundation. The other cleanout- in the yard is usually just outside the property line. Call it the AHJ's cleanout.

They should be capped- to keep debris out. If you want a clean yard, get a couple of cleanout boxes. Dig down around the pipes, cut down the pipe add access cap, and cover with box.

I have seen homes with a bunch of these on the lawn -- not just 2 -- and always wondered what they were for!

They're likely cleanouts. Not vents. No, they don't have to be open, you can put caps on them. Their purpose is to give an access point to snake or flush clogged drain lines.

If there are more than two, it's a distance factor. There has to be a cleanout every "so many feet". Usually 100', but some AHJ's have differing distances.

If you're worried about it add a screen over it that won't block airflow but will keep animals out.
