Hot water has a lot of air in it. Happens with any tap or shower in the house. Does not seem to happen with the cold water side although it might have a few days ago. Sometimes the county does work on the water system and it gets air in it but I am thinking there is a problem with our electric hot water heater. Not sure how it would get air in it, although if the county supply line had air in it perhaps it is still trapped in the water heater? Any suggestions?

Air pockets will quickly work their way out of your hot water lines. So there has to be more air coming in from someplace.

I've heard about chemical reactions from metals (like failed heating elements)
that will produce gasses that can get into the HOT side only of the water pipes.
(never personally experienced it though)

If the problem was on the cold side as well I'd suspect something before the WH.

Go to the furtherest and higher fixture in the house and run the hot water for awhile until it quits spitting air. That should do it.

^^^Yep that's what we did, then turned on all faucets and ran them until all clear. Takes about 2-3 minutes.
