It sounds like you are seeing him from inside your house. Window coverings are the answer. There are several different types of blinds that let in light but block the view. Plantation shutters also could be set to let light in. As someone else mentioned, window film could work.

That said, it sounds like you enjoy staring at this guy.

When I moved i to my current house, I had the same thing: neighbor with pool and kids. Nice people, but I am reclusive. They happen to beon the west side of my house, fortunately. I had arborvitae planted closely together on the west side and back of my property for shade as the heat can be brutal here sometimes. (Couple maples as well.) My area also has a fence height restriction but no provision on trees.

I have shade and privacy. They also have privacy from me; they can have their pool and guests without feeling watched--at least from my side.

To the OP: look out a different window, plant trees, get a life of your own.

Maybe move, but bring a measuring tape along and make sure all the neighbors are fit. Make them disrobe too to check body hair and if there are any unsightly rolls or blemishes.

When you find the best looking neighbors, then buy the house. Be prepared to move again in a few years in case one stops waxing or gains some weight though.

When you buy a house on the side of a hill you expect to "see things". Otherwise, why would you buy a house with an elevated yard? I'd rather have the uphill house any time because I've got teenagers and a pool.

On a more serious note, I highly recommend getting yourself some of those top down/bottom up shades to see what you want to see and not have to see the top down/bottom up neighbor.
