The meter is the demarcation point. You can argue that anything upstream is not your responsibility. However, fighting city hall can be a painful battle.
Pretty sure if the meter some how got damaged to the point of not being able to read it. the city might want to replace it at their cost so they can record your water usage.

However the mechanical devices are arranged (valve, meter, whatever)...
it's very rare that anything on YOUR side of the property line isn't YOUR responsibility.

No, not in our NY village, we were responsible for it.
We had a leak at our water meter in the basement that our plumber found and learned the main valve was not shutting off the water. The water department put in a new meter as part of a replacement program. That was free. We had to coordinate the water department to turn off the valve in the street with the plumber so he could replace the main valve in our house. No charge from the water department for turning off the valve, but replacing the one in our house was not free, we had to pay the plumber.
It took an hour overall, but the water dept. warned us it could take anywhere from an hour to eight+ hours to find the valve in the street. Our house was built in 1875 and the water department had learned over the years that where they expected to find a valve and where it was were not always the same.
We had been shutting off the main valve to the house when going away for more than a few days and thinking the water was off. We've now learned to turn the main valve off and turn a faucet on to check that no water is flowing.
