You should also put the picture of the courtyard, it would help us choose the style of fountain.

You can order all types of pumps and fountains off the internet. I have a backyard pond with a mini waterfall we built ourselves. I've ordered from DrFosterSmith before and was happy with the purchase. Bought pond plants too, though you probably wouldn't have those in a small basin fountain.

If the surface of the water is agitated enough, mosquito larva will not be such a big problem. You could get a few feeder goldfish cheap to take care of them too. Not with chlorine, of course.
