MOST home owners insurance does not cover this either & if they do it’s an optional coverage! Erie Insurance (who I have) now offers a rider for it so I added “Underlground line coverage” to my policy. If a pipe bursts on your property it could cost thousands to fix and it would be the responsibility of the homeowner. I suggest looking into it!
We just received something in the mail about sewer line coverage, but it came from our gas company. I’m not even sure why they are providing it. It did trigger us to check out our policy and call our current homeowners insurance to see if we are already covered.
The utilities company offers it because MOST HOMEOWNERS policies DO NOT!!
For some reason, we had a few years where we'd drive along a street and see water pouring out of several front yards. From the middle or up closer to the house. Strangest thing that it happened to so many.
In our own house we were away when the water line was spurting but, fortunately, it was on the water company's side.
So we opted for the insurance but haven't needed to use it.

Likely the same everywhere.. Just.. How often do you have a problem with the meter housing? Be more apt to have the meter catch on fire.
What happens when it's an underground supply? I would assume it's to 'the meter', which is just my term for to the panel.
