Wood Fence sides.. neighbors and maintainence (installation, codes, standard, outside)

wood fence construction in Michigan state. Deciding which side I want put towards outside. I know standard is flat side. But there will be no access to neighbors yard for maintenance... what constructors do? Are slats or panels attached from flat side?
Also concern from trespassers who have access to framing if I put flat side toward me. Then they have stepladder into yard.
Customary to put the prettier flat side OUT if it faces others. If you can't have workers over there to nail the boards on individually, the fence can be constructed as a panel that is attached to the posts as one unit.

Interesting. I thought that it was standard every place to put the "pretty side" facing the neighbors.
In this area, as far as I know - you do have to put the "ugly" side in (although it's not that ugly!) - thinking being that you chose the fence and your neighbors should have to look at the "ugly" side.
1) You want the posts and the fencing sections within your lot line (eliminates future issues of fence ownership)
2) Attach fencing from neighbors side. This enables easiest maintenance for most every type of fence - post side in.
3) Some municipalities have height allowances for fencing that 'starts' from the house. Depending on what the primary purpose of this fence is for you, you may be able to make it higher by adding lattice atop the portions closest to your house
Our town has an ordinance that requires the "ugly" side (with the framing) to face into the owner's yard, not the neighbor's. I would start with your local codes to see if there is a requirement.
Most of the ones I see down here are ugly side out, pretty side facing your own yard. Hey, you paid good money for the fence, why not get the full benefit ?
