I live in IL. also. I store my JD 318 in a shed, remove the battery and add Stabil to the gas tank, run it for 5 minutes or so and that's it. I've never drained the tank or carb and have had no problems starting it up in the Spring. I've been doing it this way for the past 35 years with this tractor. But I agree, it's not good to 'wrap' it up, just gives the critters a nice Winter home.
Nevermind then. Storing a mower outside is not a good idea, even when you cover it to protect it from the winter climate. Often water makes its way into the gas tank and starts issues so whenever possible store your mower inside.

I have a shed that’s built like a house, but it is not heated. Use Sta-bil and non-ethanol gas and you should be good to go. The mice, etc., are another matter. They will also get into sheds. You may want to build a simple lean-to, put in the fuel additive, and do your best to wrap it up like you first suggested.
I keep my lawn tractor in my garage, but would definitely buy or build a shed if I didn't have the room. Empty the gas tank then run it dry for storage. I keep my battery on a trickle charger.

You could look into wrapping your lawn mover in moisture proof plastic they use for boats or for storing hay in the fields.
Drain lines, remove battery, clean the tractor thoroughly, grease everything that needs it with a proper grease/ oil and do a shrink wrap plastic- then put it under the decking - elevate on concrete blocks? Or just put it on a piece of old plywood? Or larger pallet?
Should not take too long to do it.
