I believe you want something that will allow a breeze to circulate. You should also consider snow removal. Louvered panels that begin several inches above the deck floor or alternating overlapping boards on the inside and outside of the supports may work.
Another suggestion would be to use some kind of sailcloth type material as panels like I have seen on ships or marinas. You can get a weave that allows some air through but disrupts the visual enough to hide the streetview. You may have to do that in addition to a more substantial railing for fall protection but it could be another possibility.
Another idea could be a variation on the painted screens once common in Baltimore. They allowed a breeze to pass through but caused the eye to focus on the screen and not see through. Not sure how it would work for noise though . https://en.wikipedia.org/wiki/Screen_painting
I like the idea of a solid 2 feet and then maybe louvers or vertical slats on the top foot. That seems like a nice compromise. Not too much worry about snow. I am in East TN and it is rare. But it is nice to have a gap at the bottom to sweep leaves/pollen out.

True. I bought the house even though the deck boards are splintering....so a refreshed deck will be more appealing than that!
