The statement alone is counter-intuitive to the purpose of the frostproof hosebibs. There is no code (IRC) that requires it- and most AHJ's I'm sure understand the reasoning. But that's not to say that there are some out there that are ignorant to the purpose.
In northern areas I have seem them fail in the winter, probably as a result of some minor wear, with a slight leak and this is why I would always go with an interior valve with any either type of hose bib!

It seems to be standard in this area (NH) to have an inside shut off valve, even with a freezeless sillcock--one plumber told me it's code. And the latest plumber I spoke to--it's not that much more $$ to get the inside shut off as well (if he does both). I suppose I could just get the inside shut off valve replaced (?), but it's a nice house, why cheap out?

I have found that plumbers in this town only want to use parts that they can get at this one big plumbing supply chain--& they don't want to go to Home Depot. But I need to contact the plumber who sent me the estimate, & get some more info. on what he plans to use.....

Exactly correct, plumbing supply houses are a better place to purchase electrical or plumbing supplies or fixtures.

And those who live in the South are pretty unfamiliar with frost freeze conditions in the north from all of my experiences!
