Clearly you need to get someone to look inside there who would know.

They'll start with the float height - that enough water to flush is in the tank.
Then they'll look at the handle to flapper connection - that it's opening fully/correctly.

Start with your handiest neighbor/friend.
Sandwich and a beer gets it done.

The chain for the flapper is probably too long. You can shorten it by using more links. You don't need any tools.

Just replacing the flapper may fix it. In operation they peel away from the outflow pipe and then float up a little. An old one might not release as easily.

My toilet was getting harder to flush. I replaced the flapper and that fixed the hard to flush problem. I did look at the flapper in my other toilet to count the links in the chain where I need to attach the hook. That way I didn't have to guess where I had to attach it.

Another toilet flushing question. I have to hold the handle down for almost a minute to get a full flush. Would a replacement flusher fix that?
