I have a mercury light that hangs near the garage and part of my house.
An inside hall light is on all night, but no front porch light .

I didn't have neighbors when I bought my house. One reason I moved to the country was so it would be dark at night. Now I have people on both sides who have huge spot lights that they leave on all night. I hate it.

I wish people would use motion lights.... or move back to town

I think it is quite possible your neighbors have motion sensing lights. These save a lot of money on power bills. It's environmentally positive too.
