Been a really busy week. I think there may be concrete, I see some hard broken pieces of what seems like concrete near the top of the ground, but it isnt consistent and definitely not attached to the posts. I believe there'll be more harm done than the benefit of looking at this time.
I noticed that my neighbor's also had a similarly approved schematic regarding their deck and now has been expanded; the expansion part does not show on the county's schematic. Per a little additional research, I found out that the expansion was done prior to the most recent owner. They also have a concrete patio underneath, covering the entire footprint of the deck, i believe this patio was done during the expansion, and maybe done to make up for the footing.
I am now reviewing all my options and maybe considering a concrete patio as well.

A concrete patio will not “make up” for a footing.

It shouldn't be this difficult...get a little gardening shovel and DIG, don't just look. Shouldn't be more than a couple inches.

I dont have a shovel and I'm not going to purchase for these reasons. I did dig with my hand and poked around with a screwdriver and did not notice anything.

OK. For not wanting to spend $15 or less (you could use an old spoon FFS) you can keep wondering and wasting time and suspecting some sort of foul play. Odd choice but not my life.
