I was going to nail up some bed comforters over the window, thinking the window (although closed) would bring in the most noise from the outside, more so than through the wall part.
Would regular bed comforters, nailed up, help any?
However you attach anything to that wall, be prepared to patch, repaint, or lose part of your security deposit. That is another option...moving out. If I slept during the day and knew the noise would last a couple of years...I'd consider it.

Is a sound machine better than just running some table fans?
Very hard to say. I'd start off with fans I already have. Where the fan is placed probably matters, so trial and error is probably necessary. If you need to buy a fan, get one with multiple speeds.
