You can buy rhino https://www.amazon.com/gp/product/B0...?ie=UTF8&psc=1 use 3m double sided tape. You can easily remove them when you need too.

However you attach anything to that wall, be prepared to patch, repaint, or lose part of your security deposit. That is another option...moving out. If I slept during the day and knew the noise would last a couple of years...I'd consider it.

Very hard to say. I'd start off with fans I already have. Where the fan is placed probably matters, so trial and error is probably necessary. If you need to buy a fan, get one with multiple speeds.
