Lowes and Home Depot sell concrete patio stones for less than $2.00 sf, so trying to pour concrete in place to create stepping stones would be a huge waste of time & effort,IMO!

Here is a blog entry describing the same thing I wanted.
The Decorating Chica: A Quicker and Easier Way to Stepping Stones

Again, the only reason for pouring is the hand-glove fitting vs rocking issue.
Most of my soil is clay with sand on top (being 10miles from the beach), very little black topsoil.

Stepping stones will be just fine if you prep the surface first, even if it is half assed it still will be fine.

I live a couple miles from the ocean in Miami, my stepping stones and pavers are all just fine, some decades in their spots.

I am finding it hard to understand how someone would think it is difficult to prep for a stepping stone, it is absurdly easy.

I have on area next to my utilities that I covered completely with stepping stones, and did not even do all that much prepping, just sand for leveling, years later no rocking, nothing, perfectly fine.
