So the second estimate was the same as the first but the THIRD guy basically asked me what my budget was and he would try to match it. I said 8K, and that is what the estimate was.

I paid 4,500 for a 3 Ton Rheem heat pump installed - 14 seer last fall, this did not include any ductwork or the coil which was already in place with my oil furnace that was installed prior. even still I would be floored if all that cost 10 grand... Covid pricing maybe?

An important part of installing one is the install itself, more so than the equipment. Even a simple screw up of the drain can cause constant issues with the safety tripping because the handler is not draining properly.

Maybe, but I'm in New Hampshire and I actually got rescheduled quite a few times because the company was busy with getting furnaces and boilers ready for winter.
You may wanna check if your home would be better served by a multi-zone ductless mini-split system.
