"Per our conversation yesterday, ......" and detail out what was said in an email and ask for replay confirmation or add a read receipt. .
If this goes to a legal battle, either between yourself and neighbor or with the HOA, you are going to want this in writing to back you up. Going in with verbal discussions and promises is going to get you in trouble.
Thanks to everyone who commented. We just had a repairman fix the fence. It literally took like 5 minutes. My mom and I preferred someone else do it with the correct screws and power drill. We were concerned we'd make it worse.

I'm sure she will be able to sell her townhome quickly now.
I would make sure the HOA knew ALL the steps I was taking to address it and that Ms. Nasty was holding things up. Make sure that all communication with her is in writing and CC the HOA.
The only thing worse than a nasty neighbor is a HOA on top of it all. Been there, done that.
The HOA board should have handled this from the beginning. The OP sounds as if he's stuck in an HOA with a poor management company and probably incompetent and/or power hungry board members, the latter of which can be voted out. (And the former dumped and replaced.)
This is all settled now apparently, However, as a former HOA board member, I would need a better understanding of who put the fence up to start with. If the CC & R's spelled out that the HOA association was not responsible for it, then I am unclear why they have any say at all, including the management company having sent a manager over to demand it be fixed or taken down by them and they would be billed.
