There are many things to consider. When you mention bathroom, there better be plumbing already there, or it will add a lot to the job. If the waste pipe does not go out below the slab level, then you have to jump thru some hoops to get the stuff to flow right.

Permits are a very local thing. Some jurisdictions will not allow you to do anything without a permit. Some may only require electric. Some, maybe electric and plumbing. You need to check with the local building authority to find out what is legal in your area.

If it is just finishing out some walls, you can probably do it pretty cheap. This of course depends on your skill level, and what tools you may own, and know how to use.

If you are going to use the space as a bedroom, then there are special considerations for that.

If you have a gas water heater or furnace in the basement, then you may have some other issues to deal with (combustion air).

Hope this helps.
