So, I am a relatively new home owner and noticed that under my house is really wet in places. One place there is pooling badly is where the sewer pipe comes from the yard to under the house. The foundation blocks were cut to allow access and around the opening water is coming in. I plugged it a bit with foam but it is still leaking. Is it ok to build a foundation bed over it and plant bushes etc? I thought this would be a good way to trap water and to give some needed curb appeal in the back yard. The pipe is one of those old cast iron ones (I think) and I don't want to have issues with rust or what not. Thanks in advance.

I'm a little confused as to how you can have water "under" your house. Is your house on a partial foundation with just a crawl space?

Furthermore, if it's your sewer pipe, that water pooling isn't going into the house, that's contaminated water leaving your house. Then the water isn't COMING INTO your house through a sewer pipe, it's LEAVING your house.

Regardless of which way the water is going, I think it would be better if you actually repaired the pipe and eliminated the leak. Plugging with foam won't solve the problem. The pipe needs to be replaced.

I'm sorry if i wasn't clear. The pipe is not leaking at all. The problem is where the pipe is going under the house. The foundation brick was cut to make way for the pipe but because there is no soil around the pipe and it's in a low lying area near the foundation, when it rains water is running through the opening through the foundation block and under the house. I want to put soil there to absorb the water around it and I want to be sure that would be ok.

It looks like your yard isn't graded properly. If you live in a area with termites I would do somethng about this. Also it not good to have pooled water stand near your foundation.

I agree with texdav. It can damage your foundation and cause mosquitoes.

Call a landscaper. You can't just plant bushes around there. You need to have a landscaper change the grade of your property so water flows away from the house.
