Bleach will not soak up the oil like a TSP paste will. TSP has always been a heavyduty cleaner use to clean spills like oil. It was always used to clean houses in teh days gone by because it cleaned so well. Using it for plip is not using it for cleaning reallyin such liitler proportions. its was the cleaner before the feds outlawed in in alnost every heavyduty cleaner including all laundry detergents. That is why it was sold in paint styores for cleaning housdes and used by most professional. I lve in a refinery town and it was the cleaner for oil and grease because of its actions on crude. You just disn't use it corectly or strong enough. I suggested a paste because it will draw the oil form the surface.it not a winmdow cleaner but a detergent cleaner.

It is 100% definitely not leaking now, but when it was leaking it was dropping down the pipe on to the top of the tank...

Would I be abke to bleach and/or use the TSP on top of the tank.

If it's dry, paint the tank
