Gutters do not look like they would be hard to install. I guess your skill level would be your answer.
The only hurricane codes I know of in Texas are if you live right on the coast...I live about 30 miles from the coast and there are no hurricane codes.

I've never heard of anyone pulling a permit for gutter installation in Houston but that doesn't mean there isn't a building code for it. If you have a small job, it will be difficult not to get gouged by installers and you are probably a lot better off DIY. For a big job with long runs that need to be graded properly, will have intricate downspouts in difficult place and/or that will involve a lot of ladder work, I would at least call around for some estimates. Be mindful of where you are re-directing rainwater to, btw...

Actually, City of Houston wants all residential new construction/gut remodels to have the bearing walls, joists, top plate and rafters tied together with a bunch of cheesy galvanized straps nailed down with 8-penny nails.
