I turn down the thermostat on my hot water this week because they were reading 142 degrees. He dropped a 93 degrees even though it was set at 125. I turn them back up and still stayed at 93. I replace the lower heater element because it was corroded. I tested both heater elements and both thermostats and everything test sign. I have 240 going into it. The water has been 93 for 3 days and I can't figure it out.

It's an electric hot water heater. Everything test fine. Why is my water staying at 93 degrees even though its set at 140

For a try at a cheap fix, Cut the power, shut off the water to the heater, open hot water faucets and drain the water heater. When it's empty, turn the water back on while leaving the drain valve open. This will serve to flush any build up of sediment from the inside. Or try Bob's way: How to Drain a Water Heater - Bob Vila

If it's electric you should have 2 thermostats, one at the top and one near the bottom. One or both could be faulty. I recently had to replace the bottom one on ours and that brought the temp back up to 135F.
