I don't know many variations on furnaces there are, but if you need me to post a photo of mine to help answer my question, please tell me how to post photos.

I need to change the 16 x 20 filter in my furnace. Brand name Heil. The house is only 2 years old and the unit sits in the garage, so a newer model if that helps? I don't see any clue of an area that slides out, moves, etc. where the old filter would come out. Where would it tend to be? Thank you.

Typically furnace filters are located inbetween where the return air duct goes into the furnace and the furnace, there may be a "slide" tin mechanism that slides over to access the filter. There are other types where at our house we have a Trion Air Bear filter system and there is a huge door to take off to change the monster of a 20x25x5 filter. Post a pic and we will for sure be able to point you in the right direction

Sometimes, in newer homes, the filters are on the return air ducts instead of in the body of the furnace itself. Ours is like that.

When we were moving in, my dad changed the filter and I noticed it was going into the furnace itself. I was rushing around helping the moving company put furniture in the right place so I didn't pay enough attention to the furnace. Here is a photo.

Is there a grill inside your house, maybe on the ceiling? or a wall? The filter may be behind the louver panel.
If it is in the air handler, and it looks like your unit is mounted upside down, or air flows from the top, thru the unit, and out the bottom into the house. Then take off the upper cover plate on the front of the unit, and you will probably see the filter in the top section. It looks like a screw is missing, so thats probably where it was replaced last time.
If the filter is really dirty, then change the next one sooner.

It actually looks like the louvers are recessed enough for a filter there. Are there clips inside??

A little off topic but will changing the filter cut down on the dust? It seems in the last month the dust seems to accumulate more.

The louvers on the front are the combustion air vents for the burner area. The filter does not go there.
The top panel covers the fan area and if the filter is not in a return inside the house, it might be there.
While there may be provisions to install a filter in the air handler (the thing in the photo), it might be located in the house, or somewhere on the return side of the ducting. It all depends on where the installer decided to place it.
The first thing I would do is look at the return grill inside the house. If there isn't a filter there, then it's located inside the air handler (behind the top cover), or in the ducting.
