Our builder,wants us to tell him where ,in a room, we want our overhead lights to go.I am talking about recessed lighting. How do I know where to put the lights?SHould I wait until we move in and then have it done ?

If he is talking about a bedroom, I would put one in the middle of the ceiling.
If he is talking about the kitchen, typically you put one above each "work station" and a few over the island. With these lights, the more you have the better you'll see! Under the counter lighting is nice too.
I would actually look for a lighting consultant. Believe it or not their are such people. Try calling your local lighting store and see if they know someone that does such a thing if you are having trouble figuring it out yourself. As far as waiting to do it till after you move in, it will probably cost you more seeing that all the drywall, insulation and such is all in place.
Typically you want recessed lights to focus on a particular spot due to some activity. Like in a bedroom, figure out where you will put the bed. Locate one on each side, say 2-3 feet away from the edge of the bed at the headboard end.
In the kitchen again focus on the areas of activity and what will require good lighting. Same for each room. Also think about the controls. Should each light have its own switch or should a number be ganged together? Which ones should be able to be dimmed?
There is no right or wrong way. Tailor it to your preference and use. Hallway lighting using recessed lights normally are equal-spaced for apperance purposes.
You want to do all light installation during construction. Is the easy way and the cheapest. You can not overdo lighting, more is better.
Also focus very carefully on where each switch should be for each light. Should they be single, 3-way, 4-way, etc. The real cats PJ's is to automate the house lighting with one of the many available control systems so they can be controlled remotely, by telephone, computer, etc.
