I live in a new subdivision where homes are still being built on my block. We have 3 light poles on our cul-de-sac but none of them turn on. Who should I contact to turn these on? Does the city wait until the block is 'full,' or are the builders responsible for calling the city to turn them on? I live in NE Houston Harris county.

It is really dark on our block and would like some light in the area. Thanks
