Can I ask you guys something? Why does it seem that Houston has little apartments compared to Atlanta (for example)? Is it because Houston's housing is so inexpensive that people don't have to live apartments compared to Atlanta? Just wondering.

No! Section 8 is a program! Houses, apartments, condos, subdivisions, etc. can accept Section 8. If a person with Section 8 can get a mansion that accepts the program, than he/she can get it. There's not a such thing as Section 8 housing, but there's a such thing as housing accepting people that participate in the program.
