How do you apply to be a teacher at ISD? (Houston: how much, transfer)

A foreign teacher of Japanese wants to teach here in Houston in order to obtain her Green Card. Does ISD still have this Work Visa -> Greencard program? How long does it take to become a resident?

She has no idea how this works. She has a foreign BA in teaching and some experience.

Could you give leads/links/advise? Namely:

- What paperwork (degrees, certificates) does one need to have in order to apply?
- Where does one apply? Does she need to pass exams/obtain license?
- How long and how much does this prep period normally cost?

Questions for teachers:
When they have recruited you at Houston ISD, did they assign you first to a problem school? Can you chose? Would you rather apply to, say, Fort Bend ISD where there are better schools in general? Can you transfer?
