In general, one needs to know these details before hiring a contractor. Otherwise your patio investment will start to sag and deteriorate sooner or later. Just because you did not know these things.

I'm working on getting a contractor to do a steel covered patio 12X12 - attached to the house - under $1,500 - 120 mile wind proof and 20 year warranty for durability. I live in First Colony. Will I need permit from the City of Sugar Land and HOA? - if so - in what order?
what will I need to provide? as far as specs
please let me know

I believe you would need a permit in First Colony. Your contractor will find this out for you. it is normally a part of their routine.

Could you take pictures when you are done? I am looking to build one that size, and the price is within our budget.
