Damn right. Some rules/laws are difficult or next to impossible to enforce. This is a fine example.

Correct. HOA is typically powerless over vehicles in the street. The streets in a new neighborhood are built on the land owned by the developer, but after they are completed, and they actually start building houses, the streets are turned over to the county for mantaince.

In my old neighborhood, I was prohibited from having my RV in my driveway, and got a letter anytime I had it at the house. I then began parking it in the street when my research showed me the HOA had no control over the street. Never got a letter with it parked at the curb, but it sure did block some of the street.
