Yes, that's what fiscal means. Socially liberal means lifestyle acceptance as to religion (or lack of), race, sexual preference, etc. etc. That was my point about our gay mayor.

I live in a very conservative area in an even more conservative suburb of Houston and you can't drive or walk around here without someone saying hi, waving or stopping to ask if you need help with something. I spend a lot of time traveling for business and the majority of that time is spent in large metro areas around the country and surrounding countries, the more liberal and "progressive" an area claims to be the less people talk to each other on the street or help each other.

Try holding a door open for someone or waving to a stranger on the street in NYC or LA and see how receptive they are compared to a place like Houston.
