You asked how come one mall has more sagging than the others. That question can't be answered for any mall because the same saggers that you see in one mall one day may shop at another mall the next day.

Malls are generally private property and within reason they can enact whatever rules they want. Many of them track your movements using your cell phone's signature and other such things. The real solution to all of this is to stay out of malls.
