So what's the deal with Baytown - see lots of posts from those who live there and are trying to get out; however, a friend who lives there told me that the city is going through somewhat of a population boom and there is renewed interested and a lot more new people moving in and a lot of new home developments in the I-10/Garth area. Really? What's causing it?

They built a lot of cheap homes and gave mortgages to people who have no business getting credit. They churned out a lot of houses quickly. Take a look at how many forclosures there are on HAR now.

That would explain a little boom when most people don't seem to want to move there.

Baytown's real boom will come once the Panama Canal expansion is complete and more businesses and distribution centers spring up to support it. Baytown does have a lot of cheap neighborhoods, but the nicer ones are around 146 and I-10. I heard the mall recently got a new buyer and will soon undergo renovation (and there are new stores/restaurants on the mall ring road).

Baytown has some good economic opportunities for people. Its not PC but for 70k/year w/o college diploma its a good wage. Operations jobs in chemical plants.
