The district or schools may be under a state audit for losing so many textbooks.

When I was in high school, my last two years were no books outside the classroom/taken home. It was because we were being audited. It wasn't really announced either. Most parents had to ask at the parent-teacher conferences what was going on.

Sounds right - It probably is on a school by school basis. When a particular school has so much textbook theft they will clamp down.
